Arizona homeowner fined $100 repeatedly for giving out free water in the heat amid clash with HOA

An Arizona man kept getting hit with $100 fines for the crime of handing out free water to people in the desert heat. His homeowners association looked at a neighbor giving away cold water in summer and saw, above all else, a violation.
